Anyone not on a roster can join by filling out the player pool form. To use a sub, a captain requests them through the captain portal: a sub may rate at most 0.050 above the player they replace and needs 95%+ DUPR reliability. Ratings here are live, not the June 19 lock, and the league office re-checks them at approval. The 9th man is always the first substitution option.
